Riyadh, Saudi Arabia — The Department of Migrant Workers (DMW) reiterated the Philippines’ strong commitment to safeguarding and empowering overseas Filipino workers as Secretary Hans Leo J. Cacdac joined international labor leaders at the Third Global Labor Market Conference (GLMC) on January 26, 2026. The event took place at the King Abdulaziz Conference Center in Riyadh, Saudi Arabia.
Carrying the theme “Future in Progress,” the high-level gathering—organized by Saudi Arabia’s Ministry of Human Resources and Social Development (MHRSD)—brought together labor ministers and senior officials from more than 120 countries. Discussions focused on pressing labor market challenges, emerging workforce trends, and policy innovations that will shape the future of employment worldwide.
Secretary Cacdac highlighted the growing need to invest in people and strengthen collaboration, stressing that skills development and continuous dialogue have become fundamental requirements rather than optional efforts. Through its participation, the DMW underscored its active involvement in global labor cooperation, advancing policies that uphold the rights, welfare, and dignity of Filipino migrant workers while promoting upskilling, human development, and decent work for all sectors, including domestic workers.
Secretary Cacdac was joined by DMW Undersecretary Jainal T. Rasul Jr., Overseas Workers Welfare Administration (OWWA) Administrator Patricia Yvonne M. Caunan, DMW Assistant Secretary Julyn Ambito Fermin, and Saudi-based Labor Attachés Dominador A. Salanga, Fidel A. Macauyag, and Solaiman C. Mutia.
