Government Issues Stern Warning Against Illegal Recruiters and Trafficking Syndicates, Urges Vigilance from Potential OFWs

MANILA, PHILIPPINES – Complementing its successful repatriation efforts, the Department of Migrant Workers (DMW) intensified its proactive protective measures by issuing a strong public advisory in mid-August 2025. The advisory serves as a critical alert to all aspiring Overseas Filipino Workers (OFWs) regarding the persistent and evolving threats posed by illegal recruiters and large-scale trafficking syndicates.

The DMW detailed several common and dangerous modus operandi (schemes) employed by these illicit operators. These include:

  • Deceptive Job Offers: Luring individuals with promises of high-paying salaries, generous benefits, and desirable working conditions in glamorous industries. However, upon arrival in the destination country, the actual contract is vastly different, often involving significantly lower pay, harder labor, and completely different job roles.
  • Exorbitant and Illegal Fees: Demanding large, upfront placement fees that far exceed the amounts legally authorized by the DMW. These payments are often disguised as “processing,” “training,” or “accommodation” fees and are typically demanded through unofficial, untraceable channels.
  • Documentation Retention and Fraud: Confiscating passports and other vital personal documents to prevent OFWs from leaving abusive employers or seeking help. Furthermore, these syndicates often fail to process the correct work visas and permits, leaving migrants in a vulnerable state of illegality, subject to arrest and deportation.

In light of these threats, the DMW advisory strongly urges all potential OFWs to take the following essential steps to protect themselves:

  1. Verify Rigorously: Always check the official DMW website for the updated list of licensed recruitment agencies (the “whitelist”). Do not engage with any agency not found on this list.
  2. Secure Contracts First: Demand a copy of the employment contract, verified by the DMW or the Philippine Overseas Labor Office (POLO) in the destination country, before paying any fees or departing the Philippines. Carefully review all terms, including salary, benefits, and job description.
  3. Use Legal Payment Channels: Never pay fees in cash or to personal bank accounts. All legitimate transactions should be made through authorized banks and with official receipts issued in the agency’s name.
  4. Report Suspicious Activity: Immediately report any recruiter or agency that violates these protocols to the DMW through its 24/7 hotlines or official social media channels.

This warning underscores the government’s dual strategy of not only providing reactive aid but also implementing strong preventive measures to stop exploitation before it begins, safeguarding the dreams and welfare of every Filipino seeking opportunities abroad.
