Improved Digital Services for OFWs in Line with National Digitalization Agenda

As part of President Ferdinand Marcos Jr.’s directive to accelerate the digital transformation of public services, the Department of Migrant Workers (DMW) continues its collaboration with various government agencies to deliver more streamlined and responsive digital services for Overseas Filipino Workers (OFWs).

In an interview on Bagong Pilipinas Ngayon, DMW Undersecretary Dominique Rubia-Tutay emphasized the department’s ongoing dedication to enhancing services for OFWs by leveraging digital technologies. Among these initiatives are the integration of the Overseas Employment Certificate (OEC) into the eGovApp and the use of the DMW-OWWA Kumusta Kabayan app, which aims to improve monitoring and welfare services for OFWs abroad.

Undersecretary Tutay highlighted the recent coordination meeting between DMW Secretary Hans Leo J. Cacdac and DICT Secretary Henry Rhoel Aguda, focusing on integrating the OEC into the e-Travel system. This integration will streamline the process by linking the e-Travel and Bureau of Immigration systems, reducing redundancy and expediting documentation for OFWs.

The ultimate goal is to enable OFWs to access all relevant government services through a single digital platform, simplifying procedures and improving user experience. The DMW and DICT are currently working on unifying their processes, with full implementation targeted by June.

In addition to improving travel and documentation procedures, the DMW, in partnership with the Overseas Workers Welfare Administration (OWWA), is preparing to launch the Bagong Bayani Monitoring Hub. This platform is designed to enhance the government’s capacity to monitor the status of OFWs and to provide timely assistance during emergencies.

“With this system, we will be able to regularly check on the condition of our OFWs. In cases of distress or repatriation needs, we can quickly notify their families in the Philippines to keep them informed and at ease,” said Undersecretary Tutay. “Our Migrant Workers Offices abroad are also ready to extend immediate assistance to affected OFWs.”

These efforts underscore the government’s commitment to protecting and supporting Filipino workers overseas through responsive, digitally enabled public service delivery.
